How do I download to my comp. off of another site?

If you can see a link to the application, you can either click on it to *hopefully* start your browser's automatic download function, or you can try to right-click on the link and do a 'Save As' to a locaton that you specify on computer.
This all depends on the security of the other site, wherein you may need the proper credentials to access the app file.

This is going to depend on what you are trying to download and where you are trying to download it from, but here are some starting suggestions:
Usually, if a website offers an app for download there will be a link (underlined blue text) or a button of some kind that is titled "Download"; It might also be called "Install" or some variant.
If you can't readily find either I would perform a quick text search on the webpage. If you are using a browser like Internet Explorer or Firefox there is a 'find on this page' option under the 'Edit' menu. Select this menu command and search for the word "Download". Hopefully this will take you to a section or link that tells you how to download the application.
