Get on to the Homeswap register and advertise your home. Also go into your local housing office and ask for the homeswap registers. These list all the people who want to move to your area from anywhere in the UK. They also list who is looking to move out and where to. You may have to go to your town hall housing office to find them.
There are many reasons why people move and you may be lucky.
I moved from the north to a delightful, high demand village in Dorset within weeks. Everybody said I wouldn't get a swap but I did. The other person needed to be near family.
As you have family in the Southend area, get on the council housing list. This will help if a swap does come up. You can gain priority by saying you are needed to offer support to family.
Put an advert up in the Southend housing office saying what you are looking for and what you are offering. For God's sake don't say it is a rough area. Sell it on the fact the shops are good, transport links are regular, shopping is great etc.
South Essex Homes are responsible for the housing in Southend.

You can swap with either council or housing association tenants, so it would be a good idea to contact the housing associations in the area.
You will be hard pressed to find an exchange to Southend. The council do not provide much housing and some of the areas they have houses are not too good also the council, like many others, have a problem with having to house so called asylum seekers. But good luck and maybe I will see you in sunny Southend one day :-)
When you exchange you continue your tenancy so continue to get discount for if you ever use the right to buy scheme.

You will get 1% per year off the value of the property. Which is likely to be £1400 quid a year back, when you come to buy. So although your rent is a little more than £26.93 each week, this is how much you will acrue in discount at point of purchase.

Even if the social pay the rent for you, if one day you can pay the full rent (for instance when children have grow up etc), or a mortgage, then you will be better off if ever you are in a position to buy the house.

I can't comment on Southend as I have never been there. But I'm sure it is worthy.

The south of the country has the strongest housing markets and it is great for the retirement or commuter belt markets.

If you can be allocated a property you like, then what is holding you back?
sometimes good, but ask yourself, why the other person wants to move.. noisy-rough area etc....
You will need a lot of money to more to Southend. We looked at moving there and there was nothing we could afford, so we have got a 2bed place in Aveley instead, and just travel to Southend.

I can understand why you want to move there - it's gorgeous!

Sorry I couldn't be of much help - Good Luck though!
