Where can I find an inexpensive practice/artist space in Chicago?

never even been to chicago;) but the best bet might be to look for a small commercial building that is plumbed and heated and has good electrical hookups. as long as u rent it as a commercial artist's space, and don't mention that u will be living there, nobody should raise any objections. just dont draw attention to the fact u are living there. something with a big garage - style door, and a place to park your car off the street. what they don't see, they don't worry about.
