I am in foreclosure and would like to know when I vacate who takes care of the bills? (electric, water, etc)?

Once you leave the bills will be paid by the new owner or in many cases the lender or bank.

Your mortgage company will assign someone to take care of that. You shoulld have the service discontinued in your name when you move out .

You don't tell them to bill anyone. You simply order all the services shut off and removed from your name. The new owner ( bank or foreclosure sale buyer ) will get new utility services when they take ownership and possession.
Have them all cut off. Treat it just as if you were moving from any other house.
Call each company and tell them the date that you will vacate and that you need to have them discontinued. Since sewage and trash is usually billed by the city you should give them the name of the bank that is taking over the house. Do not let one problem turn into more. Clean up all the loose ends.
