I am applying for an apartment in nyc. Is it legal for the rental office/ land lords to ask for your credit card name and account # on the application? and if so do i have to put that information on the application?

I don't know about "legal" or not, but I wouldn't - since all the applications I've ever filled out had my name and social security number as well.
I'd just leave it blank, and call or ask when you take it back to them why they need that information.
