Replacing carpet in my apartment, Ohio?

I live in Ohio.
I am moving out of my apartment in October.
I've been here for 2 years.

When i first got my puppy he chewed up a few big spots in the carpet.

The apartments i live in are very nice. They were just built about 8 years ago.

Even though the apartment is nice, the carpet looks like the same tan carpet they put in all apartments.

What's the best way of getting the carpet replaced:
Should i call the apartment complex to see if i'm even aloud to replace it .. or should i just hire someone to replace it and not say a word to the apartment complex manager.?

Wheres the best place to buy just cheap tan carpet?

** The carpet on the steps is coming up on its own (not because of anything i did) .. should i bother replacing that or just leave that for them? If i leave it for the complex to replace, will i be charged?? **

Any advice, any help would be great =)

Answers:
A buddy of mine replaced the carpet in his apartment with the same color carpet it originally was. When he turned the keys in, the people in charge did a walk through and found out the carpet was replaced and charged my buddy 1800.00 for doing that. He eventually was sued because he disagreed.
I would pay a visit to the manager and see what they have to say, Usually in your case they will replace it when you move out and replace it then send you the bill.
