Depending on WHERE you live in Wisconsin, you might try contacting your local fire department. Some of the volunteer fire departments actually will torch this old house, as a method of practice for their jobs. Just a few weeks ago, I saw an outdated restaurant go up in flames for exactly this purpose. You will still, of course, have to have the remaining unburned items removed and the foundation bulldozed, but this will be considerably less expensive than a conventional tear down.
Without knowing in what condition this old house is, it's impossible to venture a guess as to whether or not you are better off to remodel or destroy.

Depends on how large the house is. Carting it away costs more than anything else. 10k - 20k would be my guess. Check with fire officials, maybe you can burn it down.

You need to get ahold of an inspector and also a builder. My fiance is a builder in Wisconsin. He is also partner in his fathers architecture firm in Milwaukee. He could most likely answer your question since he lives in your state.
