You can pay your ebay fees (it's not really a fine) through various ways:

You can have them taken out from your Paypal account automatcially and monthly. Or make a payment before the payment is due. Or through your credit card or checking account you have on file with Ebay. Either way, they will always notify you before they charge. Amy is right. I just wanted to add this comment. Think of eBay as a flea market. If you wanted to sell your stuff at a flea market, you would have to pay a fee to rent a booth whether or not your stuff sold. Ebay charges you a fee to show your stuff to potential buyers. Same theory as a flea market. Do not think of it as a fine, but rather think of it as a business expense to have a space at the world's largest online flea market.
