children can have a lawyer depending on the sitution. If there is something going on where the parents are doing something illegal, the child would go to the police and they will appoint a lawyer. However if it doesn't have to do with the parents' illegal activities, then the child will need parental permission. Also if the child commits a crime, he/she can be appointed their own lawyer (seperate from their parent's)

in California, its 13.
you have to be at least old enough to pay for the lawyer. thats it. meening, if you have the money to pay for the lawyers service and have the need for one it doesn't matter how old you are. It is one of our constitutional rights. To have legal representation.
