If it's a significant amount, take them to court. If it's a smaller amount, then consider the money lost as the cost of finding our your friend isn't really a friend.
Gather up any evidence you have and go see an attorney. he'll advise you whether to take them to small claims court or not. If it's a sizeable sum, an atty. might take the case based on a percentage of your settlement.
Ask him politely and if he/she does not listen to you then the best thing would be to consult your solicitor. I remember speaking to a police officer in a similar situation, if you can prove you have given him/her the money then you have may have a case, if you cant prove it then its more or less money down the drain. Pull out all your evidence.
Sketch a nasty cartoon about Allah or, the Koran sign 'their' name to it with their address and get it published..Preferrably in the Middle East.That'll fix em.!

Depends on whether you think the money he owes you is significant. If it is, and if you have supporting documents, you can take him to small claims court. If not, a lesson learned.

File a 1099 on them. Show it as a loss to you on your taxes and report it as income to them. They then have to pay taxes on the loan as income. And/or exercise your rights. Go to small claims and find out the process for obtaining a judgment against them. It's intimidating, but actually pretty straightforward.
Then, depending on the state you are in, you can request an order to garnish their wages or bank account.
