I beleive as long as you have 2 forms of ID, just like anyone else, you can open a bank account (though those who do not have two forms of ID due to their status, I beleive that they either deal with cash or get checks that they cash).
i advise you paypal which does not matter which country you are resided, but if you have to want something like visa or mastercard from certain renowned bank in the US, here is a list of bank which is super heavy weighted, including jpmorgan,citibank,hsbc so on,you can email them

Most banks accept a foreing passport as a form of Identification. School ID card can be use as a secondary form of Identification. I recommend you visit a Wells Fargo Bank if there is one in your neightborhood.
