What banks in the US allow you to send money transfers to other countries?

Also, do you have to open an account with them to do this? Thanks.

Answer:
The bank doesn't necessarily need to have international in the name, but if it does you know that it will definitely exchange in international money transfers. Generally, you do need to open up an account with a bank in order to transfer money because that is the only way to "wire" money. It needs to start in an account, this also gives the bank insurance that you do in fact have the correct sum of money.
IBC or any bank that has international on the name
