Answer:
In this day and age (post 9/11) do you really think it's going to be that easy??
you only need verification of your identity. Not citizenship.
WALK TO ANY BANK AND ASK
OR CALL ANY BANK THEY CAN TELL U BETTER
If you came here to work temporarily, then yes. But you would have to check with your embassy or Consulate Generals office to get the paperwork.
TRY AN INTERNET BANK FOLLOW THE LINK MONEY IS MONEY WHEREVER IT COMES FROM
If you want to trade in America, you can open an EGold account. online. Its international.
You will need a social security number, it is issued by the INS and is numeric in the form nnn-nn-nnnn. You would need a visa like the H1-B. It took me ages to get the visa, then the 'green card', don't use either now. This may help: http://www.usimmigrationsupport.org/.
Do you have a social security number?
If so just like everyone else. Walk in and ask to open an account. Should take 20mins or so.

If not I am not sure, you can. But get the phone book out and call around and ask them if it is possible to open an account without a SS #.
all you need is where you live and a passport.
