Your credit issue is that you have no history. The first step is to start with a credit card. You will probably receive a very low line of credit to begin with because you have no history but if you pay it off on time they will raise your limits pretty quickly. Simply doing that will start your history and bump your rating a bit. Try Orchard Bank for a visa or mastercard, they ran an ad here on Yahoo! that I checked out and decided to go with. They helped me to restore my credit. Another good option is a gas card or department store credit card.

Important: Since you have no money, don't run the card up beyond what you can afford to pay off. Credit is something that takes time. You are not going to have a credit score of 700+ overnight but if you are smart with your money and do not bury yourself in debt you will be in a fairly short amount of time.

Go to a local department store and ask for one of their credit card applications. Now, their interest is high, so make sure you buy something like for $20 and pay it immediately after you get the bill. That is how you build it up. I've gotten credit card from Lowes and HomeDepot and charged more than $299 because they have offers of no interest no payment for a year. Pay it before the interest starts accruing. You got a year. I've have excellent credit now because I have paid everything on time. Mind you that good credit will help you in the future to buy a house or a car and you will get a better interest than most because of your good standing.
Get an income and pay for bills.
The way I got mine establised was because my mom signed up for a credit card (it helps if this person has excellent credit too, which she did), and she put me as the primary card holder and her as the secondary. The card came back in the mail approved, but my mom was the primary and I was the secondary. So I got my credit from that. I establised good credit by always paying my card on time and in full. (It was usually a small balance.)

If you have no one to co-sign with you, then I don't have an answer, but that's what worked for me.
Apply for an Old Navy card or a Target card, buy about $200.00 worth of stuff and then gradually pay it back on time when they send you your monthly statement. And while your doing that you develop credit in a matter of months! Three months tops!
All the ways described above are great ideas. One more good one is go to your bank and get a secured credit card. Put like $200 down and only use the card for emergencies or something small once a mth. Like gas or something. Pay off the balance as soon as the statement comes in. In 3-6 mths you will have established your credit. After that you can close that account and get a real credit card but still use it the same way so you dont dig urself into debt.
Your least expensive option may be to get a retail store card or a gas company credit credit card since those companies are more willing to take the risk of providing credit to someone with no credit history and they typically do not charge an annual fee for their credit card. Once you get established credit with them, you can apply for a different card or loan.

If you want to keep a good rating, be sure to make your payment on time, every time. Nothing brings down a credit score more than a late payment, or worse -- several late payments.
