Partly Yes as each bank has an individual routing number. However, part of the router number would be based on country of operation/region/state/branch etc. for example you and your parents are banking with Citibank and the your parents routing number might be something like 455212 and your routing number might be 455213. So the last 2 digits or some algorithm would differentiate the two different routing numbers.
