You don't need credit to have a debit card, just a checking account. It pulls the money directly from your account.
Many systems will allow you to purchase even if the funds are not available.

I don't think you do if you get a debit mastercard from your bank, like Union bank.

But you have to have overdraft protection with those cards, and that means opening a savings account.
You must be trying to get a debit card through a credit union. Credit unions are very particular even with debit cards. Try using a bank that puts holds on deposits for 90 days and then possibly see about getting a debit card outside of the 90 days.
Wachovia is known for opening accounts to "Joe Schmoe" without checking credit, but they do put alot of holds and limits on new accounts. HTH
Are you going to a bank or a credit union? Even though it isn't a credit card, it can be used as such for certain transactions, such as paying at the gas pump. If you only have $15.00 in your account and you put $25.00 worth of gas in your vehicle, your account went in the hole by $10.00. Well if you had to have good credit to get the debit card in the first place, your institution will assume you will pay that $10.00. Also having good credit will also increase the chances of your institution giving you a line of credit which means you won't pay a fee for overdrawing your account. But not all institutions require a credit check, some banks and credit unions do, some don't. I don't have the best credit, and I have a debit card.
Some financial institution require credit checks for checking and debit. Others Just require it for the debit card. Most do not. I would just keep trying to find a bank that does not require credit check for either the checking account or the debit card.
Most bank use either cheq systems or telecheck to make sure you don't have a bounce check.

I think banks that do that are being silly. They could prevent the overdraft charges easily from a debit card. Deny purchase if there in not enough amount in the account and don't allow pay at the pump purchase.
