There are survey sites, but you won't make much because many require a credit card to complete an offer. I'm also not convinced that they pay out.
One thing you can do is mypoints.com. You don't get cash, but you earn points that can be redeemed for gift certificates. All you have to do is read the emails (though it helps to complete offers too, you get more points that way).
Either way it is very tempting to buy junk you don't need, thus defeating the whole "earn money" thing. Even with my points, I think I've gotten like $25 web certificates, nothing huge but something extra to use at Xmas time.
The reality is that ALL businesses require an investment. Most require at least some cash, and ALL require an investment of your time. As a kid your time is pretty full with school, friends, and hobbies. You aren't likely to have enough time to earn any significant amount of money on the Net.
Probably the best, legitimate way is eBay. You'll need your parent's cooperation, but one way to start without any money is to look at what you have that is of value, that you don't want or need anymore. It could be clothes you've outgrown but are still in great shape, electronic items, or even odds and ends in the garage.
I've used eBay to clear out broken cell phones, computer parts, sporting equipment, snow gear, kids clothes, college text books, and other things I found in our garage that we didn't use anymore.
Once you have some money you've earned from the things you've sold, you can then invest THAT money to buy things you can sell for more than you paid. Garage sales can be a goldmine for this. Some use eBay to buy lots (large quantities of items) of items, then sell the items separately for a profit.
In other words, with a little creative thought, you can make good money on eBay starting with almost no cash.

Learn Java, and other internet type languages that continue to fuel the future engines of many young people. I know a 14 year old who learned Java online, now makes websites for a living. He's a whole 16 years and will have his own web agency within 2 years. Now thats an answer, learn internet languages.
Simple, find something you can make or obtain rather easily and inexpensively that people may want and sell it by mail.
