Seems like every time I think we are going to get ahead, someone always has their hand stuck out waiting for my money!
Does this happen to everyone else too? Or am I just unlucky that way?

It's not luck. It's poor planning. Make a budget for yourself and stick to it! Sure, things like car repairs are beyond your control, but you should always know when Christmas and birthdays are coming.
Figure out your take-home pay for the month. If you get paid weekly or every-other week, count on four pays in a month. Subtract out your known bills (rent/mortgage, credit card bills, gas, electric, car payment, car insurance, etc.). Look at your checkbook to make sure that you don't forget anything. Look back over the entire year because some payments aren't monthly. What you have left is what you need to divide among food, entertainment, clothing, toiletries, and such - and SAVINGS.
Put 5 - 10% of your take-home pay into a savings account. If you can not afford to put at least 5% into a savings account, adjust your other spending. Get rid of cable, stop going out to dinner, don't go to the movies, buy generic brand foods, and cut back on other luxuries. If you can't afford to put 5% into your savings account, you can not afford luxuries!
Then, when you have a car repair or something unexpected, instead of charging it and paying 25% interest, you'll have cash to cover yourself.
The best way to stay out of debt is to pay off the credit cards. They should only be used for convenience, not credit. If you carry a balance, you need to stop using it. You will never get ahead with credit card debt.

The better question is who does this NOT happen to? Yeah, some of it may be poor planning, but I account and budget for every cent I spent, I make a good salary, but something ALWAYS comes up just when I"m pulling ahead.
It happens to everyone. This is why it's a good idea to keep a little in reserve.
Its everyone, no matter how hard we try to get ahead sometimes 'Murphy's Law' is out to get us. Try to cut back a few expenses and put $100 aside a month so when bad things happen the money is there.
It happens that is why having an emergency fund so you don't get into debt.
I have several sinking funds that I put extra money into. For example, I put in $40 a month into car repair fund-you would put more if you have an older car.
Also for doctor's bills, consider a flexible spending account which you can put a certain amount directly from your pay before taxes to spend at the dr's and prescriptions.
Happens all the time. My car died last week. It needed a new battery.
