You say he is a skilled graphics designer? Then for goodness sake, he needs to put that talent to work for him, not be out looking for second jobs that barely cover the cost of traveling to them!!
I also enjoy graphic art, and run a custom e-book cover design business. E-books are big these days, and there is plenty of room for more designers, especially talented ones!
The cost of setting up a single sales page and hosting it is negligible. Work through clickbank to get some affiliates, and if he's any good the business will start to take off.
You can charge say $39 per cover, and that could be done part time after work for a start.
Once you get known, you get repeat business, and before you know it, its a full time job!

You can earn some extra money taking surveys on line.
You could watch children in your home. I think the most amount of children that you can have in your home to watch is 3 kiddo's, with out having to get a child care license.
I agree that you need to stay away from those get rich scams.
Also, you could try to get some kind of government assistance for a while...but do not abuse it!
Your hubby could mow lawns for neighboring area's everyday. He could make at least 10 dollars per lawn.
He could easily mow ten lawns in a day and make an extra 100 bucks per day.

I hate that any one lives check to check, but that is the reality of life here in the USA. Try a second job, pay off his debt than he can go back to school and maybe get a better job. One work extra for awhile and the other finish school than trade and return the favor. It will be hard but remember to stick to a budget and you'll just have to let go of any luxuries. When I was single bringing up two kids by myself, I lived on a lot less. 11,000 a year.
try filing bankruptcy and go from there. if you can file on the art institute then he could finish the degree in graphic design.

I know some people might not like this idea, but you could make a little extra money every month at Primerica $500-1000 would be reasonable. Now I'm going to get a lot of negative reaction but do research before hand not just word of mouth over the internet.

Wow, with 4 kids, a second job could be very hard, especially with the cost of child care. Child care would take both your incomes! So you would either have to get a second job only when your husband is home (that can be stressful on your marriage) or you can see if anyone is looking for someone to watch their kids? With 4 kids yourself, you probably would want to take in 1, 2, or 3 kids - depending on the ages, but you could still be with your kids during the day, and earn extra money with out worrying about finding a sitter yourself! (This, of course, is assuming that since you have 4 kids you must really like kids!)
