Is there a major credit card that does not assess extra charges for purchases in a foreign currency?

Major credit and bank debit cards now assess heavy charges for purchases made in other countries that require conversions of dollars to foreign currencies like the euro and Czech crown. I have heard that there are some card issuers who don't. True? Who? What URL?
