Because she is the trustee she can decide how much yu get at a time, she can not with hold all the money forever but she can disperse as she sees fit. Can you sue her, no but you can get an injection to have someone review her conduct. You truely need a probate lawyer.

yes, if she was put in charge of your inheritance you should sue her to get it. if she has spent it (above and beyond account management fees and anything that was spent on you), she may be responsible for paying you back. Its a civil matter, not criminal.

You're awful but that is besides the point. You didn't give your current age but the house has nothing to do with your inheritance. It is exactly as you say..half at 21, the other at 25. She is not liable for what you do with it.
