Try small local banks. They may be more likely to take a chance on you as they yearn the cash flow. The big guys (Chase, BofA, etc) are more likely to follow the formula and deny you outright.

Well what you want to do first is credit repair

- get copies of all 3 of your credit reports, with fico scores and write letters to each beurau to correct any errors you find

- on recent outstanding debt, work with those creditors to settle the debt for a lesser amount or a new repayment plan
- after you start on that you should be able to get a credit card with a low limit, keep in mind the interest rate might be ugly
