I think Paypal is the cheapest was of doing it, but you and the person you are sending the money to would have to join paypal 1st. You can join via ebay.
use a cash-plus card, its a mastercard that u top up,you can only spend what you put in it,buy two cards send the other one to germany and they can withdraw from any atm, one payment 9.95 per card and a option charge of either 4.95 per month or 1pound per transaction,they have a website and you can buy them from any h&t pawnbrokers
Moneygram or postoffice. cheap and safe too.
Paypal but don't expect to get your money back if you get done, that has happened to me scumbags

Definitely PAYPAL, as there are no fees to add money to the account. Any other forms of transfer between countries will incur a fee both ways.
