How can i buy visa card for online payment?

minimum amount i need to pay to get the card for online payment.I am now where no visa card is available.i wanted someone to bring me .

you cant purchase a visa card
We can buy them at our local mall here. Other than that, I'm not sure. Look around on here. http://www.prepaid-debit-card.net/faq.ht.
If you are in the US. Some banks have Visa and/or MasterCard gift card but make sure you get one with address verification. Key bank has this feature. Then after your payment is posted. You can use the reaming balance on the card at any merchant that take Visa and or MasterCard debit card.
