I think you need to clarify the question. I think you are asking for a card that will give one dollar of credit for dollar you deposit. Is that correct?
Go to a regular bank and sign up for a "free checking" account that offers a Visa or MasterCard debit card. The amount you have in your checking account is the amount you can spend, and you can use it just like a credit card most places.
If you need to discipline yourself, set it up at a different bank from your usual checking account and make regular payments as if it was a loan.
There are such things. They are called debit cards. You can also get a cash secured "credit" card. Its a good tool for people who have sucky credit and want to rebuild. For some of them its the only way go get a card. Ask your bank. Ask any bank, heck go shopping to every bank and see what kind of deal they will give you. Nearly all banks will do it. After all if your sucker enough to let them have use of your money while you use a credit card sure they will.
Yes this is a sucker deal. But if your bent on doing it or if your credit is so bad that you have no choice, go for it. Shop your interest rate around. different banks will offer different terms.
Just paying cash as you go is one good way to go.
