There is a system called check system if you have not paid the bank they may have submitted your name and you will unable to get an account for at least 7 years, but if you pay off the balance and get a letter from the bank showing that it is paid, and if the bank that you are gonna open up your new account goes through check system, they might let you open an account.
YEs you can because to open an account you deposit money not tak eout a loan. SO you can open one. But if it happens that the other bank finds out you have money in another bank they will try to collect money from you anyway. SO open as many account as you want as long as you have money to put into it.
no you want be able too. i owe the back $435 and they told me that as long as you owe another bank you will not be able to get a new account with any bank cause of what you owe. oh yeah just to let you know you will need to pay it off cause most people don't know that when you sign up for a checking account you sign a contract and if you don't pay they will take you to court. TRUST I KNOW lol

If you owe money to a bank, then you are on the CHEX system (or whatever your particular bank uses). They will not allow you to open an account until you pay TCF what you owe.
