you may have to the reserve bank in your area, not all banks exchange anymore
go to the bank
Go on line and ask.com an international money calculator
you have to go to a bank. they charge a fee for the transaction.
Go to Friedberg and company. They deal with all international currencies.
Your amounts have to be big. No oncey - twocey. Not worth the trouble.
Ok, you can pass on about $2000 of that to me for this advice.

In Venezuela there is currency control, which means you can't freely buy dollars and other foreign currencies. This is to prevent currency leaks, which reduces our money's worth and promotes inflation.

To obtain dollars from bolivares you have to go to CADIVI (Comision de Administracion de Divisas) at http://www.cadivi.gov.ve to see what they can do for you. If you have a valid reason to buy dollars, you will be able to.
