If you are under surveillance, why would you ask this in a public forum? You are basically standing in a public place asking for advice on how to break the law! Does that sound like the "Christian" thing to do?

The exchange rate is set as a market-clearing rate. If there were no sellers of US currency, the rate would change until there were. Either you are lying, or your bank is lying because they don't want to deal with you. Either way, your story doesn't add up.
Or is this the part where you ask for assistance in getting money out of the country and all you need are wiring instructions and an account number? Classic Nigerian scam moved to Zimbabwe...
