Multi-level marketing is actually legal (ever heard of Amway?) and most MLM companies don't require much money at all at start-up, so.Instead, maybe your guy could bilk money out of investors by doing a phony franchise start-up. You know, kind of like someone who wants to buy a McDonald's franchise, but it would have to be a new company that isn't internationally known (maybe a Starbucks rival or something like that) and your guy takes the money and puts it in his pocket or invests some of it in the company's common stock instead.
Set up a fake overseas biotech company that develops technology of human cloning.
