Can non-US residents apply US IPO?

If yes, how? I'm in Hong Kong. I wanna know the necessary steps e.g. open a securities account via agent?

Non-US residents probably have as good a chance in getting in on a new IPO as US residents. Unless you're in with the investment bankers and do a lot of trading with them, your chances are pretty slim.

The bankers dole out a few miniscule share to the Fidelity's and Schwab's of the world and if you're lucky you may get a couple of hundred shares at the IPO opening.
