You first need to clarify what sort of advertising you want. Are you thinking along the lines of Alex Tew's MillionDollarHomepage which sells ads for each pixel http://www.milliondollarhomepage.com/. or are you thinking of something like Entrepreneur.com where ads appear at the top, sides, bottom as well as popups around the content?
Most of advertising-based sites are content driven -- meaning advertisers want to place their ads on it because
(a) the site attracts huge amounts of traffic;
(b) the site attracts the kind of traffic they want
(c) the site's brand is something they want to associate with their products
However, the key here is content. You must have content, not just a blank page. Content is the main driver of traffic - and the more traffic a site has, the better the advertising income.
Tew's site started the whole rage about pixel advertising. Basically a blank site and advertisers can buy each pixel. The novelty of his concept, execution of his idea, and the back story of a poor UK student who needs money resonated so much that his site took off (and earned for him his hoped-for million dollars)
However, whether this concept is replicable is highly questionable. None of the copycats are making the kind of money that he did. In fact, most of the blank pixel advertising sites have very few advertisers that they look like ghost town. There's no content - no reason for people to visit.
