Do people usually purchase insurance at the post office? or is it just a waste of money?

A lot of people buy the insurance. Many ebay sellers require you buy it. In a lot of ways, it's a waste of money, because it REALLY only covers if the post office damages it, or loses it. And just like most other insurances, people don't bother to find out what's covered, until claim time rolls around.
Damage to fragile items are NOT covered, unless the post office ran over them with a truck - there's an exclusion in coverage for not packaging carefully enough - and pretty much by definition, if it broke, it wasn't packaged carefully enough.

The P.O. loses a LOT of stuff, and they get a lot of stuff stolen by employees.
If you send something of any value, you better insure it.

If you are sending something valuable does it not make sense to spend the extra nominal fee to have it insured?
Just remember that the Postal Service does handle millions of parcels every year. Many of them travel great distances. Many of them are sorted using various mechanical means. It is not an easy journey, and every parcel cannot be treated with kid gloves. Even still, all packages are treated with a reasonable amount of care.
If the sender packages the parcel correctly the chances of damage are greatly diminished.
Yes, there are dishonest postal workers who should be and are rooted out, just as there are dishonest firemen, policemen and politicians. But the majority of them are honest hard-workers who want to see your package get to it's delivery point safe and sound.
