I want to find a cargo survey job : >?

I come from Hong Kong, and I was a cargo surveyor there. It's so difficult to find the survey company here, I have already send many mails to all the survey firm as i can, but not many of them reply.

I want to ask>

Is it very difficult to be a cargo surveyor here ?
Whether The market size of cargo survey is not big enough that can not accept going into the market easily or not?
