Am I required to add my 16 year old student driver to my auto insurance policy, we live in Illinois.?

It depends on the company, but in most situations, yes...you must add them...otherwise risk an unpaid claim if an accident arises.
If you have been with your insurance company for an extended period of time it is possible they may not charge you if it is just a permit or learners lic .some companies do this for preferred policyholders but you need to report it either way...not worth an upaid claim.
I don't know about your policy or the laws in your state but I would think you'd have to notify the insurance company of your 16 year old permission to operate the vehicle. There is far more risk of a younger driver having an accident which will increase your rates; however, those rates will surely be cheaper than damages and/or lawsuit in which your insurance company will not have to pay. Read your contract for the true answer for your situation.
My mom avoided this problem by getting me 4hrs of driving school... she wouldn't even let me near her car because she thought i would crash it. Call your insurance's call center and ask them without giving any info. they will most likely require you to add her since she already has her permit.
You need to check with your agent. The clause that a "permissive user" who's not listed can be covered automatically, usually is intended for a NON HOUSEHOLD RESIDENT. Like your next door neighbor that borrows your car for the day.
MOST of the time, you don't need to list an unlicensed driver - but a FEW companies insist upon it, if they have a permit, and the state allows them. Better to check, than have an uncovered claim.
