I don't know who is 'best', but when I looked (in UK) I found Tescos to be cheapest.
Depends on where you are, what kind of home you have and what sort of cover you want. I am with Halifax and they recently gave me a really great deal, lots cheaper and better cover than my previous insurer (LloydsTSB). Be aware though that sometimes the cheapest premium isn't always the best, make sure they cover for all the eventualities you require.

It totally depends on where you live.

If you live in Florida, for example, ..nobody does. All homeowner's insurance in Florida is really crappy. And, none of those HO policies cover water or wind damage. So what good are they?

If you've been an officer in the military then go USAA. If you haven't but qualify byhaving a parent or granparent who was an officer then you're probably best off finding a source outside of USAA -- they're a tiered-eligibility company and rates for those in the lower tiers (ie: further away from the qualifying officer) are pretty lousy. Same for their auto insurance.

Also, find an insurer that is not renewing policies in high-risk states (ie: hurricane states), like Allstate and Farmers. They're going to be able to offer better rates because they're beginning to insure lower-risk areas only.
