How to write a refferal letter to a person?

I know of one case where a guy wrote a referral letter, and the whold thing backfired. He was actually sued because the person he referred didn't live up to the referral.

just be honest about the person you are referring - don't go too much into specifics, but leave enough room for them to interpret for themselves.

Don't do overboard with your praise, but do include information about why you think this person should be considered.
Dear so and so,

Here's joe smith, I'm sending him to you for XYZ.
