What is the legality of putting a picture of someone on your website?

It depends.
If the picture was taken in a public place, then there is no problem, even if the person is a 'celebrity' who is normally compensated for their image.
If anybody is out in public, then they are fair game for having their photos taken, even published without consent.
If, however, these are copyrighted photos or for some reason you were in a place where the subject felt they had a reasonable expectation of privacy, then you may not necessarily publish them without consent.
There was a Supreme Court case a long time ago that ruled against a photographer who climbed a tree and used a telephoto lens to shoot through a window in a home surrounded by a privacy fence. Even though the tree was a public space, the subject had a reasonable expectation of privacy because of the privacy fence.
There is also the issue of who took the photo. If you took the photo in a public place, it would be okay.
If somebody else took the photo and didn't give you permission to use the photo they took, that could be a problem.
wouldn't it be like publishing in a magazine.. must have a signed release if the person is recognize able, unless they are a public figure. children need a parent to sign the release.
as long as it is not a picture degarding that person, it is fine.

Make sure you have their permission in writing or they can sue you for using it without their knowledge.
As long as you took the picture (ie, you have the copywrite on the work) and you have the permission of the person to do it, and the picture itself doesn't break any laws, you can do it.
