I passed my test at the same age and bought am M reg small clio and it didn't cost me more than £500 for the year!! I also put my partner on the insurance as the only named driver and it dropped the insurance by around £50. But i tryed to put my father on the insurance and it was going to increase it by £70. So whatever you do do not try and insure a parent!!
