I will assume you are asking for someone who does not qualify for Medicare. If that is the case it depends on the state you live in. You should contact an independent insurance broker in your state. You could also try the Blue Cross in your state.
Each state is different but you should be on medicare part A,part B and Part D Look at a medicare advantage plan or a medicare supplement policy for gap coverage.
