Make a webpage or a blog about your dad,s business with all the contact addresses. Then simply use google adwords to direct the customer to your site. Its cheap and its fun. Suppose you choose the word "insurance" on Google Adwords, then all the people searching for insurance will see your link at the side of the first or second page and you will only be charged a few cents only when a user clicks on your link and visits your site.

Im in marketing myself. a lot of people will sell you information. if you phone up a lot of insurance brokers on the net and ask to speak to the person in charge they may be willing to give you info if you give them some of the profit.
Identify what you are really good at or a type of business that you would to do more of or that is strong in your area. For example, if there is a lot of owner managed manufacturing businesses in your area find an insurance company that is looking for that type of business and put together a package of insurances - property, casualty, auto etc and then think about how you can make that deal just a little betetr than the rest, better premium financing or include free travel insurance or cover on something for his home for free.
Then do some flyers, I would do a trial run of maybe 100, emphasize that you are local and you want local business and put dads name down as a contact so that the prospective customer can phone and ask for your dad by his first name.
Use some local printers for the print run, much better quality than doing it yourself, and ask for the printers business too. My printers has a public notice board, ask if you can put a flyer on that board.
So .. you know have some flyers. Take 50 to local businesses and deliver them personally to the owners of the business.
The other 50 send out with letters to existing clients and ask if they know of any small business that would be interested in your services.
Whilst he is waiting for a response he can find an insurer that will be good for the business coming in. he can also prepare some standrd quotes on the computer so that he can respond quickly to enquiries. When the phone call comes in, always make a point of going to see them to introduce yourself.

I would recommend specializing in a particular line of business, and target a specific market. Example I started over 18 years ago in business, and for fun I started selling in Beverly Hills, CA. Well, I soon had a few Celebrity clients, and I had a target market to solicit to. Everyone needs a niche market, try not to sell everything to everyone. More than anything target a group that you enjoy speaking to, first and foremost this will keep you excited about doing business. I insure many sit-coms, and actors it is always fun.
Try to find out what the customer needs, concentrate on new type pof policies. Try to make one which will attract new customers.
