OK, first question from AUSTRALIA?

Yahoo asks me to ask a question I just can't let em down
My question is, is the oversea health cover a insurance? Where are the fee gone? Who is responsible for this, the government?
Plus if possible please list instances in which oversea students can use hospital service free of charge.

Thanks everybody, thanks yahoo! (Haha)

Answer:
Yes, it is a type of insurance coverage. Fee goes to the risk bearer. You are responsible for this.
I have no idea!
