On a travel insurance document what does the phrase "No Personal Liability cover" mean?

Specifically, "no personal liability" is in the small print refererring to the cover i get for Surfing. Does this mean i am covered if I accidently hurt myself, but i'm not covered if I accidently hurt someone else? Any insurance experts around?

if the insurance cover is a comprehensive cover, you and a third person is covered but if it is a third party cover, the insured is not covered but the person that is hurt by you
