It's your estimated sales in units & $. This is the starting part for a master budget, and usually is the driver of all other budgets, which are usually expense based. Sales expenses are not part of the sales budget, these hit the operating-expense budget where fixed and some variable expenses appear.
For example if you forecast 100 units sold in July, you now know your revenue, you know your inventory need, from this your production needs, than your variable expenses. Next you can figure out your cash need, and you'll have basically all of the components for a budget that you will need.

sales budget generally refers to the amount of money you spend in order to generate leads, referrals, marketing in order to gain sales. each sales force or team generally has X amount of dollars in order to get a certain amount of sales. all a numbers thing.
