4 second delay for someone to say hello when they called you?

These are telemarketers. When you hear a pause after you picked up the phone, hang up immediately. If you had caller ID you will see they are mostly 1-800 numbers. The reason for the pause is that the computer has dialed your number and then the computer signals to them that you have answered and then a live person comes on the phone.
They're trying to sell you something, have their number barred or just tell them to F*ck off!

The have every-ones name/ number on a computer dialer- the system dials you number, then transfers it to there little annoying workers.
I also could be someone with voip service.
**Look into anonymous caller rejection. If you have caller id- it will block anyone from getting through to you, with there number blocked- its free. You dial some *?? number.. check it out. I guarntee you it will prevent many.

There is also another feature the phone company offers- that will screen the anonumus callers- this cost money and they still get through. i dont recomend
I have sunrocket. Great voip service.. I can selectively block any number that calls me. If the call blocked, a automated message says the number is out of service..

I hate calls like that. I'm like 'hello. hello? HELLO?' Then you hear silence for a few then ' hi' blah blah blah.
Now I just wait til they start talking and say I'm sorry could you repeat that. Then half way through I say oh I can barely hear you, speak up. Then when they finish their little pitch I start asking stupid questions like when was this product/service invented. Are there discounts for the deaf/blind/whatever. They usually get flustered and start trying to figure those answers out and then I say 'Hold on grandma, those knives are sharp, hold on. HOLD ON. Oh no and set the phone down. You'd be surprised the idiots who stay on the phone after I leave it sitting for 10 or 15 minutes. LOL. Then I say I'm not interested and I never was, thank you for allowing me to waste your time like you wasted mine and hang up.
Moral: I hardly ever get those calls anymore. Maybe once every 6 or 7 months.
Several possible answers:
1- the caller was expecting another voice(person)
2- the connection was faulty, busy (sending echoes)
3- Someone is trying to scare the life out of you.
Had you had any altercations with anyone lately, do you have troublesome frequentations?? Sit back and cogitate on it.
Not to worry you though, it may just be something insignificant.
