2) Why would they do such a thing? There are international laws. These are probably stolen traverlers checks- You send them 90% of a fraudulent check before the check bounces, then you owe the bank 100% of the fraudulent check.

do be careful, it sounds dodgy. Have they offered you a contract of employment? Have they told you what your monthly salary will be? What about the fringe benefits? Or is your remuneration just the '10%'?
Tell us the name and address and phone number of the business and some Brits can look it up for you and see if it's a real company.
The travellers checks will be frauds. Your bank will cash them, you will send the money, and a couple of weeks later your bank will contact you and tell you that they were fraudulent. You will then be liable for the amount. This is a common enough scam. Do a web search for scamwatch, you will find sites that have this and other scams listed. Remember, if it seems to good to be true, it usually is. Tske care.
