Noone but its shareholders. In London in became the biggest bank, when all banks were producing their own money. Parliment and the bank made a deal and the bank became the central bank. Responsible for legal tender.
In 1997 the bank of England became independent of the Westminster Government, but since it was an act of Parliament that gave the bank its independence, then an act of Parliament can take it away, so to be honest I'd say the ultimately the Government owns the bank.
