'Paid surveys' are they real?Any rules and norms?

Often I get mail advising me to pay some amount to access and benefit from certain sites who peromise to put me to companies who would pay me if I took part in their suveys. The promise of money is very tempting. Ofcourse I would like to earn money this way but only if it is legal.

Answer:
The rule, as always, is to stay away from those that ask you to pay before you can get these surveys.

Legitimate market survey companies such as Pinecone Research recruit members based on demographic characteristics -- e.g. mothers of babies 0-12 years old -- and will send surveys of products and services targeting this demographic group. Pinecone Research, however, pays only $5 per survey -- you're definitely not going to be rich with that. They can give you anywhere from 1-5 at most surveys in a month.

Other companies simply ask you to answer as many research as possible, and you don't earn anything just the chance to win at a raffle (which I find lame).

usually you have to sign up or buy something from other companies first, before they send you the money. (that is whare they get the money- advertising the other businesses)
A lot of the survey sites are indeed scams. There are, however, a few legit sites out there, such as

http://www.cashcrate.com/index.php?ref=1.

They charge absolutely no signup fee, and you can get started immediately. It's no full time job, but it's great cash on the side, I recommend it, there's no risk at all. I made over $90.00 my first month, was a little skeptical at first, but then my check came in the mail, just as promised.

By the way, never join a work at home program that wants you to pay up front. If they were making that much money, they wouldn't need to charge you. Large companies actually do have large marketing research budgets that allocate money to paying for consumer surveys like this.
I've listed some of the sites I have taken surveys through and actually been paid (or recieved other rewards like gift cards or CDS) on the following, if you are interested:

http://www.windhavenweb.com/surveys.

I list how they pay you, what I like and dislike about them, whether they have an affiliate or referral program, etc.

There are others out there. Be careful though, there are also scams. Don't sign up for any survey site which asks you to pay to access the surveys. Also watch for language like "get paid for taking surveys AND SIGNING UP FOR OFFERS" if you don't want to have to sign up for stuff with other companies to get paid.

Always carefully read their terms of service and privacy policy. If in their privacy policy they say they only use aggregated info, this is GOOD SIGN they are legit. Aggregated info information that is grouped together so it can't be connected with anyones personal identification like name, e-mail, phone or address. That's what survey sites SHOULD collect. Avoid for sites that say they give, rent, or sell any personal information (info that is not agregated) to third parties (unless you really don't mind getting junk mail, telemarketing calls, and spam).

Also just recently came across a good survey ratings site that I've found very helpful:
http://www.surveypolice.com/
this site pays to post http://www.mylot.com/?ref=all_n_one. it is only about $10 - 30 a month but it is free money and if you sign up under my link you get better money to start off with since i'm already established on the site

*Edit*
also forgot to add it pays to your paypal account or ikobo account i like ikobo becaue they give you the credit card from visa but paypal is 2nd best
Many are scams and be careful.
