I want to make for example the $ sigh a euro sign so it works with ALL my programs. I can alocate the euro sign in Word but it doesnt work for example on this

Ctrl+Alt+4 should work to give €. It does on my keyboard, anyway. If you look at your 4 key (not the one on the number pad, the one above the letters) it should have above the number 4 a $ symbol and to its right a €.
Hold down Ctrl Alt and 4 together and you get €
Not sure how you can get it like that permanently though
