I think that the assignment is in two parts:
1. Make a list of things you want to buy but cannot afford; and
2. Tell me why you want those specific items, and not others.
For example, if you list 10 things that you want to buy, why didn't you list 20 things? One factor that limits the list of items is the energy that you are willing to put into listing the items.
If one of your items on your list is a boat, why isn't it a car? Why isn't it a horse? Why isn't it a college education?
The point of the exercise is for you to come up with a list of "values", things that are important to you (other than money), things that affect your choices on what you want. Maybe "fear" is a factor that keeps you from wanting to buy certain things.
Related to this question is Maslow's concept of a "hierarchy of needs". A boat would satisfy one need, while a horse would satisfy another need, while a college education would satisfy another need. Maybe one set of needs is more important to you than another set. Maybe fear is more important to you than some of your needs. All of these are factors that limit your desires.
