How do you make a strategic fund development plan for a nonprofit org?

I have to do one of these for my job but I don't know how. I haven't found too much online as far as samples and assistance. Does anybody have experience with this?

I have some experience with non-profit government entities, but not directly with NGO nonprofits. Best way to handle this would be to create goals as to what the outcome of the fund development is (self-supporting entity from endowment interest or just enough to get by every year). Than prepare an investment policy to determine how excess funds will be invested. Next prepare a long term (5-10 years) cash-flow budget and a word document supporting this with cash acquisition initiatives and assumptions for operating expenses during each year.
